West of England Local Transport Body Board

From March 2014 the meetings of the Local Transport Body Board have been combined with those of the Joint Transport Executive Committee under the Joint Transport Board. These meetings still operate under their respective constitutions.

The responsibility for prioritising local transport major schemes from 2015/16 and for overseeing their delivery has been devolved by Government to Local Transport Bodies. The West of England Local Transport Body comprises Bath and North East Somerset Council, Bristol City Council, North Somerset Council, South Gloucestershire Council and the West of England Local Enterprise Partnership. These organisations meet as the Local Transport Body Board.

The membership of the West of England Local Transport Body Board for 2015/16 is:

The first Local Transport Body meeting was held on the 13th of March 2013. At this meeting, each member signed the LTB declaration. This document outlines the role of the LTB as well as the promise each member has made to work together to ensure the effective operation of the Local Transport Body.

The way in which the Local Transport Body will operate is set out in a Joint Working Agreement between the organisations involved. The Constitution defines the way in which the Local Transport Body Board will undertake its functions. A Forward Plan sets out the future business of the Local Transport Body Board.

The following documents have been approved by the Local Transport Body Board:

The Assurance Framework sets out in detail how the West of England Local Transport Body will function and meet defined standards in terms of governance, financial management, accountability and meeting scheme value for money. This has been approved by the LTB Board and the Department for Transport have confirmed it meets their requirements.

The Process of Assessment and Prioritisation Report describes the methodology for developing a priority programme for devolved major schemes funding for 2015/16 -18/19, and the application of this methodology. This Report was approved at the LTB Board meeting on 14 June 2013.

Quarterly highlight reports are provided to the Local Transport Body giving an update on progress with the development of the prioritised schemes.
